On 27 February 2025, the Kazan Expo IEC hosted an extended meeting of the Republic of Tatarstan’s Ministry of Industry and Trade Board. The central theme of the meeting – "Review of Industrial Sector and Consumer Market Performance in the Republic of Tatarstan: Results of 2024 and Goals for the 2025. Modern Approaches to Improving the Efficiency of Production Facilities".
The meeting was attended by the Minister of Industry and Trade of the Russian Federation Anton Alikhanov, Rais of the Republic of Tatarstan Rustam Minnikhanov, Deputy Prime Minister of the Republic of Tatarstan – Minister of Industry and Trade of the Republic of Tatarstan Oleg Korobchenko, as well as delegations from more than 70 federal constituent entities of the Russian Federation.
Participants reviewed the performance of the Republic of Tatarstan’s key industrial and consumer sectors and discussed future development plans.
Industrial sector occupies the largest part in the Republic of Tatarstan’s structure of the economy - its share in the GRP of the region in 2024 was 47.1%.
The index of industrial production reached 105%, the index of shipped products increased by 19.2% to RUB 5.65 trillion. The shipbuilding, helicopter building, machinery, equipment, computers and optical products industries showed the highest growth compared to the results of the previous year.
The petrochemical industry remains the foundation of the Republic of Tatarstan’s economy and demonstrates positive performance results.
The industrial production index of the oil refining industry reached 106.6%. In 2024, oil refining products were shipped worth RUB 1.22 trillion, and petrochemical products worth RUB 784 billion.
The Republic of Tatarstan has adopted a program for the development of the petrochemical complex for 2025-2029, which contains more than 50 investment projects to create materials, medium- and low-tonnage chemicals, and expand the production of rubber and plastic products.
In 2025, it is planned to implement such significant projects for the petrochemical industry as:

- production of all-metal cord and large-size tyres in the amount of up to 2.8 million units by the Russian tyre complex Kama Tyres;
- launch of a new olefin complex EP-600 at the site of Nizhnekamskneftekhim PJSC, part of SIBUR Holding;
- launch of hexene production with a capacity of up to 50,000 tonnes per year at Kazanorgsintez PJSC (SIBUR Holding);
- creation of new fertilizer production capacities at JSC Ammoni.
As part of the National Project "New Materials and Chemistry" implementation, with the participation of PJSC TATNEFT named after V.D. Shashin, SIBUR Holding, SEZ Alabuga there are plans for the:
- Organization of production of paraxylene-TPA-PET fibres and polyester products technological chain;
- Production of ultra-high molecular weight polyethylene, chlorine and chlorine derivatives, phosphorus and phosphorus derivatives, organosilicon materials.
Targets in the oil production and refining for 2025:
- oil production at the level of 34 million tons per year;
- oil refining – 24 million tons per year;
- bringing the output of light petroleum products at OAO TANECO to 90%;
- drilling in the amount of 30.9 thousand meters.
